ITANAGAR:-          Concerned  by the number of accidents that have taken place in the state recently, the State Govt. has directed for the strict endorsement of the provisions of Motor Vehicle Act and Rules in Arunachal Pradesh, for the purpose of road safety of the Public. The main cause of the accidents have been due to non-compliance of MV Act and Rules.
In this regard, the Govt. has directed to lay special emphasis on strict enforcement of following provisions i.e

I.     Use of Red-light on top of the Vehicle should be permitted only to notified dignitaries.
II.     compulsory use of helmets by both driver as well as pillion in two wheelers.
III.     Use of seat-belts to be compulsory for driving light Motor Vehicles.
IV.     The emission for the vehicles should be within the norms for pollution.

Also concerned enforcement agencies have been asked to launch a drive in the capital complex to check violation of MV Act ( including pollution control norms). The defaulters would be penalized in terms of section 190 of MV Act, 1988. Also the govt. has directed to launch a drive for removal of encroachments along the roads/ highway, as such encroachments pose danger to road safety.
The Govt. further felt that also in view of the ever increasing number of vehicles in Papumpare district, adoption of road safety measures by the public and strict enforcement of road safety measures in Papumpare district has  become all the more necessary.
The Public, for the purpose of their road safety, are requested to comply with the above provisions of MV Act & Rules and also co-operate with the concerned enforcement agencies.
The Deputy Commissioners of all districts of the state have also been asked to launch similar drives in their respect district.

2.     All the Govt. Offices will remain open and function normally on 13th and 14th July 2004 and State Transport Buses will ply as usual. Meanwhile, the State Govt. has directed to all its employee to attend office accordingly.
