NAHARLAGUN, April 5: DoNER has cleared three projects of the State under Non-Lapsable Central Pool of Resources( NLCPR) recently -the
Ropeway project from Tawang Monastery to Gyandong Ani Gompa for Rs 330.89lacs,the Lumla Township Water Supply Project for Rs 4.88cr. and
the Assembly building Project for Rs 38.92cr. This was disclosed today, during a review meeting on NLCPR and NEC
projects with the state Secretaries and Commissioners by the visiting
DoNER, Joint Secretary, and D. S. Poonia at Itanagar. The DoNER Secretary, Gauri Chatterjee said that DoNER is committed
to contribute to the infrastructural development of the State and has so far released Rs 400crs for various infrastructural projects of the
State;however she reiterated on timely submission of DPR and quality utilization certificates ,monitoring of Project implementation,
adhering to timeline to avoid delay and for timely release of funds by DoNER. DoNER norms and guidelines should be strictly adhered to avoid
delay of projects, for speedy development and to benefit the people of the state. Under
SSA, she added that DoNER has released Rs 8cr in the last financial year under special dispensation for SSA, wherein under
the 75:25 funding pattern , out of the 25% state share, DoNER now bears 15%and the State has to bear only 10%
burden. She further stressed on long term planning and vision while conceiving projects.
Gauri, further urged to avail the DoNER funded scheme for capacity building- for training on preparation of DPRs, project appraisal etc.
Informing that DoNER would soon start the process of screening the projects submitted by the State and other N.E.sates for 2006-2007, she
however reiterated to prioritize projects. The DoNER Secretary further informed that Centre is very
likely to relax norms for North Eastern States under National Rural Health Mission (NRHM) owing to the special needs of the region. She also
urged to avail the benefits of the NRHM . Gauri is also a part of the steering Committee of
NRHM. Earlier, they made site visits to the NLCPR funded projects- the ongoing Naharlagun-Nirjuli Water Supply project, ongoing
New OPD Block at R. K. Mission Hospital, Itanagar.
