Tezu, June 17, 2005: All government departments in districts led by respective Deputy Commissioners should be the basic unit for bringing all-round development, stated Ashok Kumar, State Chief Secretary. He said this while addressing district Officers at Tezu during his 3- day visit to Anjaw and Lohit District from 15th to 17th June.
While stressing on empowering district authorities for acceleration of development process, the Chief Secretary also regretted the tendency of diluting their powers by Secretariat. In reply to a suggestion by R.K. Singh, DLIO, regarding need of authorizing DCs to grant Earned Leave of District Officers, Kumar said that it is a genuine requirement which can be considered by government. He
interacted with Officers of various departments on important issues like agriculture, education, power, ICDS etc and advised them to co-operate with Deputy Commissioner for successful implementation of their programmes.
On the occasion the Chief Secretary also released a documentary C.D on health and sanitation. The documentary, titled, ‘Churo Kalki Baate’ has been scripted and produced by PS Lokhande, DC, with an objective of sensitizing masses about importance of maintaining basic health and Sanitary practices.
Earlier, on 15th Chief Secretary also visited Hayuliang where he addressed Officers and Public leaders . While releasing a booklet called , “ Anjaw, a Dream Destination” , published by Deputy Commissioner, Kumar announced that government would take steps to devolve more powers to sub-divisional level officers of Anjaw for smooth functioning of administration. When briefed by Dr. Mrs. S.Chai, RCH Officer, about poor health infrastructure in the district, Kumar maintained that we should plan for basic health needs, and suggested loopholes of absence of doctors and paramedical staff could be plugged with introduction of roaster system of service.
On the occasion among others, Public leaders including K. Krong also spoke and urged the C.S. to look into the fallouts of PDS, particularly on the poor and the student Community.
During his three day visit, the Chief Secretary also visited 500 KW Mati Nallah Hydel Project, Brahmakund Bridge over the Lohit River, Tezu district Hospital, and District Museum.
