NHPC Spells Out Relief Packages
As a positive follow up action
to reach a general consensus on construction of 1000MW Middle Siang Mega Hydel
Project at Reying, a tripartite meeting involving District Administration, NHPC
Authorities and public of the affected area was held under the chairmanship of
Shri Repo Ronya, ADC Along on 12th April last. The meeting was attended by
intellectual and GBs of Reying, Pame, Mega, Bogu, Yio, Molo, Payum and Dupu.
Initiating the discussion, Shri Ronya said that meeting is a part of awareness
campaign on dam construction, elaborate compensation packages in the offing and
to know the key issues preying on the common man's mind. Since NHPC will execute
the project after finalization of DPR and taking the confidence of District
Administration, it is important to articulate the concerns of the people so that
any misunderstandings do not snowball into confrontation between public and
District Administration in future. The elite group and GBs has tremendous
responsibilities, he said.
The NHPC authorities disclosed that DPR has already been submitted to Govt. and
likely to be accepted by January next. The Reying and Pame village will
completely be submerged and 37 villages will be affected. Each family will be
given Rs. 10, 000/- (Rupees Ten Thousand) for shifting, Rs. 1.5 Lakhs for
construction of house as per local design and Rs. 6.5 Lakhs for 200 Sq. meter of
land. In addition to that Rs. 5 Lakhs will be provided for opening shopping
complex, Rs. 20 Lakhs for starting health centres, Rs. 10 Lakhs for community
hall, Rs. 2 Lakhs for playground, Rs. 2 Lakhs for Children's park, Rs. 10 Lakhs
for water supply scheme, Rs. 20 Lakhs for village electrification, one toilet
for every 4 houses, Rs. 5 Lakhs for road within the village, Rs. 20 Lakhs for
road connecting the village, Rs. 1 Lakh for felling of trees, Rs. 5 Lakhs for
vocational training centre and 2 members from each affected family will be given
vocational training. These packages are for the completely affected
families for their rehabilitation and settlement. For partially affected
families, an amount of Rs. 2.5 Lakhs will be provided for each family owning at
least one hectare of land.
Placing their grievances, the public and GBs of the
affected areas insisted on 7 point memorandum submitted to DC Along which
includes proper survey and verification, 80% reservation of post to the land
owners, awarding of contract up to Rs. 10 Lakhs without floating tender,
compensation, attractive rehabilitation and settlement, construction of NHPC
office within the vicinity of Kaying-Payum and reduction of dam by 30% to avoid
serious submergence.
