BENEFICIARIES OF IAY IN WEST KAMENG
In an effort to bring the North East states in par with rest of states in the country, Government of India is trying to fulfill it through the development of infrastructure, generation of employment and alleviation of poverty in the rural areas. To impart the much-needed thrust to
development in the rural areas of northeastern region, a number of rural development schemes of the Ministry of Rural Development are being implemented in the region. These include, self-employment scheme such as Sampoorna Gram Rozgar Yojana (SGRY), Indira Awaas Yojana (IAY), Pradhan Mantri Gramodaya Yojana (PMGY) — Gramin Awaas, Integrated Wasteland Development Programme (IWDP) and Pradan Mantri Gram Sadak Yojana (PMGSY). Among the above the programmes, Indira Awaas Yojana (IAY) is one of the poverty alleviation schemes successfully implemented in West
Kameng district. There are two hundred and sixty-four beneficiaries in the district, out of which two hundred and eleven are female beneficiaries. According to the District Rural Development Agency, Bomdila sources, under IAY, an amount of Rs. 49.02 lakhs have been incurred in the implementation in the year 2002-2003. There are seventy-six beneficiaries in Dirang block out of which sixty-eight are females. In Kalaktang block tere are forty-four beneficiaries, fifteen
in Nafra block and twenty-nine in Thrizino block. Under Up Gradation programme, there are forty-three beneficiaries in Dirang block, twenty-four in Kalaktang block, sixteen in Nafra block and seventeen in Thrizino block. The objective of Indira Awaas Yojana is primarily to help construction of dwelling units by members of scheduled castes or scheduled tribes, freed bonded labourers and also non-SC or ST rural poor below the poverty line by providing them with grant-in-aid.
Priority in selection of beneficiary is given to freed bonded labourers, SC/ST households, i.e. household headed by widows, unmarried women, victims of natural calamities etc. Under the Up gradation programme, amount of Rs. 10,000.00 is given for improvement of kuccha house to
pucca. As per the directive of Government of Arunachal Pradesh, CGI sheets are given in place of cash. According to recent survey, about 131.53 lakh persons are below poverty line in areas of the NE region including Sikkim. Highest numbers of persons below poverty line are in the State of Assam (92.17 lakh) followed by Tripura (12.53 lakh), Meghalaya (7.89 lakh), Manipur (6.53 lakh), Nagaland (5.21 lakh), Arunachal Pradesh (3.80 lakh), Sikkim (2 lakh) and Mizoram (1.40 lakh).
